Hurricane Dolly is tracking northwest inland from Brownsville, Texas, at a speed of 15 kph (9 mph). Dolly is likely to dump 15-25 cm (6-10 inches) of rain in the affected area along the U.S.-Mexico border. Flooding is likely in the border region, particularly around Monterrey, Mexico, where rainfall could amount to 38 cm (15 inches). Tornadoes spawned by the hurricane may cause additional damage. Coastal storm surge could reach 2-2.5 meters (6-8 feet) above normal. Texas Governor Rick Perry has declared 14 South Texas counties disaster areas. Local authorities have also urged voluntary evacuations in low-lying areas in Cameron County.
